The Venice Commission, in co-operation with the Constitutional Court of Turkey, organises the 4th Conference of Secretaries General of the Constitutional Courts and Courts of equivalent jurisdictions, in Ankara, on 1-2 October 2009.
Venue of the Conference -
Building of the Constitutional Court of Turkey
The very first conference of Secretaries General of constitutional courts, organised by the Venice Commission in cooperation with the Constitutional Court of Ukraine, took place in Kiev on 25-26 November 1999.
Since Kiev, the Madrid (14-15 November 2002) and Bled (29-30 September 2005) conferences have addressed various aspects of the functioning of the Secretaries General.
Topics of the 4th Conference
The 4th Conference deals with four topics :
- case management and procedure of preliminary requests; - preparation of constitutional courts' decisions : the role of law clerks; - the relations with the outside world: the right of third parties, the right to access to official documents, the publication of constitutional court’s decisions; - financial management and economic constraints.

These topics have been suggested by those Secretary generals who sent their proposals to the Secretariat, following the Secretariat’s request of 8 June 2009.
We hope that the 4th Conference will gather a high number of Secretaries General and that they will use this opportunity to discuss issues of common interest and to exchange their views and experiences.
Special Bulletin on the Secretaries General
This Special Bulletin on the Status and Functions of Secretaries General of Constitutional Courts is a special edition of a regular publication of the Venice Commission entitled the Bulletin on Constitutional Case-Law.
The volume analyses the replies to a questionnaire on the status and functions of the Secretary General from thirty-nine Constitutional Courts or Courts with equivalent jurisdiction, not only in Europe but also from other parts of the world. These replies were submitted by the Courts in November 2002 and revised in December 2005.
Since the last conference in Bled 2005, many new courts have joined in the work of the Venice Commission. The Commission therefore thinks that a re-edition of the Special Bulletin on the Secretaries General of Constitutional Courts, which would include the information on these new courts, should be envisaged.
Therefore, the relevant questionnaire will be sent to all courts in due time so that the Special Bulletin can be updated for a publication in 2010. In the meantime if you think the information concerning your Court is no longer up-to-date, please send us your modifications by emailing the replies to the questionnaire to Ms Caroline MARTIN venice@coe.int .
