Virtual meeting of the Organisation of the Electoral Management Bodies of Arab countries and its partners on the impact of COVID-19 on electoral process

Representatives of the Venice Commission participated in a meeting organised by Arab EMBs on the impact of COVID-19 on electoral process. During the meeting among other issues the participants discussed the results of the questionnaire prepared by the organisation on the impact of Covid-19 on EMBs and on additional measures that have to be taken by the electoral administration in order to ensure the electoral process. Members of the ArabEMBs and representatives of the international organisations participating in the event had an exchange on possible co-operation activities during the pandemic.

 What standards?

 


During the current Covid-19 pandemic, national governments are taking exceptional measures to slow down the spread of the virus. On numerous occasions, the Venice Commission examined the limits of such emergency powers. The Commission has consistently underlined that State security and public safety can only be effectively guaranteed in a democracy which fully respects the rule of law. Even in genuine cases of emergency situations, the rule of law must prevail.
