62nd Plenary session of the Commission (Venice)

The Commission has been informed on the follow-up given to the opinions on:

- Amicus curiae Opinion 312/2004 on the interpretation of articles 125 and 126 of the Constitution of Albania (appointment of highest judges)
- Opinion 296/2004 - introduction of the individual complaint to Turkish Constitutional Court;
- Opinion 315/2004 - introduction of the individual complaint to the Constitutional Court of Moldova

With regards to individual members states, the following opinions have been adopted on:

- the draft law amending the law on the procedure of conducting gatherings, meetings, rallies and demonstrations in Armenia and the revised draft amendments to the Armenian Electoral Code;
- the Constitutional situation in Bosnia and Herzegovina and the powers of the High Representative, provided following Resolution 1384 of the Parliamentary Assembly of the Council of Europe;
- draft constitutional amendments relating to the reform of the judiciary in Georgia;
- on draft constitutional amendments relating to the distribution of powers between the Federation and states in Mexico in order to address the issue of the disappearance and murder of a great number of women, as requested by the Parliamentary Assembly of the Council of Europe;
- the draft law on religious organisations in Serbia (Serbia and Montenegro).

The Commission has held an exchange of views with Mr Konstantin Vardzelashvili, Deputy Minister of Justice of Georgia on the further developments concerning the status of South Ossetia, following a visit by the Commission’s delegation to Tbilisi, which took place on 27-28 January 2005. The Deputy Minister has also participated in the discussions on the draft constitutional amendments.

Following the meeting of the Council for Democratic Elections (10 March 2005), the Commission has adopted the report on electoral rules and affirmative action for national minorities.

The Commission has held an exchange of views with the representatives of the following Council of Europe bodies:

- Ambassadors Roland Wegener and Per Sjögren, respectively German and Swedish Permanent Representatives to the Council of Europe;
- Messrs Peter Schieder and Erik Jurgens, Members of the Parliamentary Assembly of the Council of Europe,
- Mr Eberhard Desch, Chairman of the European Commission for the Efficiency of Justice (CEPEJ).
