Joanna LEMAŃSKA 

 

Ms Joanna Lemańska, PhD, is an associate professor at the Department of Administrative Law of the Jagiellonian University. Her academic activity focuses on broadly understood administrative law, in particular on matters concerning the protection of individuals in their relations with the administrative authorities, as well as on matters related to general principles and axiology of administrative law. She also deals with comparative systemic administrative law; her research fields additionally include local elections and referendums at the local level.

 

She obtained her postdoctoral degree (habilitation) on the basis of the thesis Legitimate expectations in the perspective of National Law and EU Legislation (Uzasadnione oczekiwania w perspektywie prawa krajowego i regulacji europejskich).

 

Since 10 October 2018, Ms Lemańska has been a Supreme Court Judge adjudicating in the Supreme Court Extraordinary Review and Public Affairs Chamber, which decides on public affairs, inter alia, electoral matters, issues related to the financing of political parties, as well as deals with extraordinary measures concerning citizens’ fundamental rights and freedoms. On 26 February 2019, she was appointed President of that Supreme Court Chamber and has been re-elected in February 2022.

 

Earlier education:

In 1997 she graduated from the Faculty of Law and Administration at the Jagiellonian University and subsequently she was employed at the Department of Administrative Law of the Jagiellonian University. She also graduated from the College of Management and Business at the Department of Applied Economics at the Jagiellonian University. In 2005, she obtained the PhD degree in Legal Sciences at the Faculty of Law and Administration of the Jagiellonian University, on the basis of the thesis The concept of regional self-government in the light of comparative law (Koncepcja samorządu województwa na tle porównawczym).

 

Other activities:

In 2003-2018, she was practising as an Attorney-at-law combining academic activity with legal practice.


Prof. Lemańska has developed numerous legal expert opinions, including those during the legislative procedure and also on behalf of public entities.


In 2005-2008 and 2008-2012, she was the Disciplinary Ombudsperson of the Rector of the Jagiellonian University for students and doctoral students.


In 2016-2018, she served as the Chairperson of the Joint Adjudication Committee on Violations of Public Finance Discipline.


Since 2018 Prof. Lemańska is a member of the National School of Judiciary and Public Prosecution’s Programme Council and in 2018-2022 she was the vice-chairperson of the Council. For many years she has been a lecturer at the Bar Association of Attorneys-at-Law in Cracow and at the National School of Judiciary and Public Prosecution.


She published several dozen scientific studies, including monographs.
