  • 1975 – 1980 - Kazan State University, Law faculty.
  • 1908 - Diploma in Jurisprudence.
  • 1980 – 1985 - Post graduate studies at the Law faculty of the Kazan State University. 1985 - Ph.D in Law, 1985 (defense in the All-Union Institute of Soviet Legislation (currently the Institute for Legislation and Comparative Law under the   Russian Federation Government).
  • 1997 -  Doctor  of  law (defense in the Institute of  State  and  Law of the Russian Academy of Sciences).

 

Professional activities

  • 1985 – 1994 - Assistant professor, associate professor of the chair of state and international law at the Law faculty of the Kazan State University.
  • 1994 – 2001 - Leading research fellow, head of the department of theory of law, deputy head of the Centre of public law, chief research fellow of the Institute of State and Law of the Russian Academy of Sciences.
  • 1997 – present - Professor of the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs (part time).
  • 1998 – 2001 - State Secretary – Deputy Minister of Federative affairs, National and Migration Policy of the Russian Federation.
  • 2001 – present - Director of the Institute for Legislation and Comparative Law under the   Russian Federation Government.
