Natallia Karpovich


Deputy Chairwoman of the Constitutional Court of the Republic of Belarus

Born in 1967 in the village of Dokudovo, Lida District, Grodno Region.


In 1989 she graduated from the Law Faculty of the Belarusian State University.


From November 1989 till October 1992 she completed a full-time postgraduate course at the Institute of Philosophy and Law of the National Academy of Sciences of Belarus.


In 2010 she took a retraining course at the Institute of Civil Service of the Academy of Public Administration under the aegis of the President of the Republic of Belarus.


Doctor of Law (2012), Associate Professor (2010).


Since October 1992 the labour activity has been related to the legal support of functioning of the representative and legislative body of the Republic of Belarus. She held the public positions as senior legal assistant of the Division on Legislation and Legal Order, Head of the Sector of the Expert Legal Department of the Secretariat of the Supreme Council of the Republic of Belarus (1992–1997), Head of the Division of Expert Legal Department, Head of the Department ‒ Deputy Head of the Main Expert Legal Department of the Secretariat of the House of Representatives of the National Assembly of the Republic of Belarus (1997–2001), Head of the Expert Legal Department, Head of the Main Expert Legal Department of the Secretariat of the Council of the Republic of the National Assembly of the Republic of Belarus (2001−2014).


Since 2005 – Professor of the Department of Environmental and Agricultural Law of the Belarusian State University.


Since March 2014 ‒ Judge of the Constitutional Court of the Republic of Belarus, since March 2017 – Deputy Chairwoman of the Constitutional Court of the Republic of Belarus.


Author of more than 100 scientific publications in the field of theory and history of state and law, constitutional law, public administration, environmental law, including three monographs. She participated in the drafting of a number of laws and other normative legal acts of the Republic of Belarus, advisory model normative legal acts of the IPA CIS and IPA EurAsEC.


She has the highest qualification class. She was awarded with the medal “For Labour Merits” (2004), Honorary Diploma of the National Assembly of the Republic of Belarus (2004), medal “20 Years of the Interparliamentary Assembly of the Commonwealth of Independent States CIS IPA” (2012).
