Rebecca INGBER
Rebecca Ingber is a Professor of Law at Cardozo Law School, and an expert in international law, national security, foreign relations law, and constitutional separation of powers. She is also a Co-Director of the Floersheimer Center for Constitutional Democracy and a senior fellow at the Reiss Center on Law and Security at NYU School of Law. From 2021 to 2023, Ingber served as the Counselor on International Law in the Office of the Legal Adviser at the U.S. Department of State.
Ingber received her BA from Yale University, her JD from Harvard Law School, and she clerked for Judge Robert P. Patterson, Jr., of the Southern District of New York. Her work has been published in the Virginia Law Review, the Texas Law Review, the Iowa Law Review, the American Journal of International Law, the Harvard International Law Journal, and the Yale Journal of International Law, among others. Ingber joined the Cardozo faculty in 2020 from BU Law, where she received the Dean’s Award for Scholarship. She was also a co-recipient of the inaugural Mike Lewis Prize for National Security Law Scholarship for her article, “Co-Belligerency” (2017).
Ingber is the U.S. Substitute Member to the Council of Europe's Commission for Democracy Through Law (Venice Commission). She also serves on the Advisory Committee on International Law to the U.S. Department of State’s Office of the Legal Adviser, and as one of the U.S. representatives to the roster of experts of the Organization for Security and Cooperation in Europe’s Moscow Mechanism. Ingber has testified before both the U.S. Senate and the U.S. House of Representatives on executive power and judicial deference, national security, and war powers. She is a member of The American Law Institute and an Adviser on the ALI’s Foreign Relations Law Restatement. She is also an Editor of the national security online journal, Just Security. She has co-chaired the Annual Meeting of the American Society of International Law, has held fellowships at the Council on Foreign Relations and at Columbia Law School, and has served on the editorial board of the Journal of National Security Law and Policy and on the Executive Council of the American Society of International Law. She has been a regular contributor to Lawfare, Just Security, and other legal blogs, and is frequently asked to write for general audiences, including in the Washington Post and The Atlantic. Before entering academia, Ingber served as an attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State.
