Bogusław Banaszak

He was born on February 3, 1955 in Wroclaw, Poland.

His research interests comprise: constitutional law including comparative constitutional law, parliamentary law and human rights.

He is full professor at the University of Zielona Gora and Dean of the Faculty of Law and Administration. He is also professor at the State University of Applied Science in Legnica. In 1994-2014 he was the professor at University of Wroclaw at the Faculty of Law, Administration and Economy. and there he was the Head of the Chair of Constitutional Law (2002-2014), he also held the post of Vice-Dean of this Faculty in 2002. In 1998-2008 he was the professor at the Viadrina European University in Frankfurt on the Oder in Germany and there he was the Head of the Chair of Polish Law. From 1995 to 2005 he was the professor at the College of Administration and Marketing in Wroclaw (1999-2002 Pro-rector). In 2006- 2010 he was the President of the Legislative Council by the Prime Minister of the Republic of Poland. Since 2016 he has been a member of this Legislative Council. In April 2016 he was appointed a member of the Venice Commission.

He graduated from University of Wroclaw in 1977 and in the same year he started his work at the Faculty of Law, Administration and Economy at the post of assistant and later senior assistant. In 1983 he earned his LL.D. and afterwards was employed at the post of assistant professor. In 1991 he obtained his second level doctoral degree (habilitation) in constitutional law after the presentation of the work under the title The Role of the Constitutional Judicature in the Protection of Basic Human Rights in Germany, Austria and Switzerland. In 1994 he was appointed extraordinary professor at the Faculty of Law, Administration and Economy at the University of Wroclaw. In 1998 he was conferred the title of professor of legal sciences and next year was given the post of full professor at the same Faculty.

He was also member of Steering Committee of the Euro-Faculty in Riga [Latvia] (1994-1998). From May 2000 to October 2001 he worked in the Advisory Committee for Human Rights at the Minister of Foreign Affairs of the Republic of Poland. He was the member of the Council by the Human Rights Commissioner (2006-2010). Since 1992 he has been cooperating with the legislation divisions of the Polish Parliament being the author of over 70 legal opinions. He was a coordinator of the School of Polish and German Laws run by University of Wroclaw and Humbold University (Berlin) [2002-2014].

He is doctor honoris hausa of the universities of Pecs (Hungary), Alba Julia and Pitesti (Romania) and Kiev Law University (Ukraina).

He was the member of the editorial board of Recht in Ost und West [Germany] (1991-1998), editor in chief (1996-2008) of the series Przegląd Prawa i Administracji /Review of Law and Administration/  published by the Wrocław University Press).

Being the chairman of the editorial board of the Przegląd Legislacyjny 2006-2010 (Legislation review) [Poland]; member of the editorial board of Ost-Europa Recht /East European Law/ [Germany]; Persona y Derecho [Spain] Studii Juridice Si Administrative [Pitesti – Romania], Közjogi Szemle [Budapest, Hungary]; Annales Universitatis Apulensis. Series Jurisprudentia [Alba Julia, Romania]; Humanistyczne Zeszyty Naukowe /Humanistic Scientific Papers/  [Poland]; Revista da Facultade de Direito de Sao Bernando do Campo- Sao Paulo, [Brasilia],  member of the Scientific Council of Pravo Ukrainy /Law of Ukraine/ [Ukraina] and Studia Wyborcze /Studies of the Electoral Law/ [Poland]. He was the Consulting Editor of the American Biographical Institute ( 2004-2008) and since 2009 he has been member of the Advisory Directorate International of this Institute. Since 2013 he has been a member of the Group of Independent Experts on the European Charter of Local Self-Government (Council of Europe, Strasburg).

He is a corresponding member of the Spanish Royal Academy of Moral Sciences and Politics, a corresponding member of the European Academy of Science, Arts and Humanities (Paris, France), a member of the Committee of Legal Science of the Polish Academy of Sciences,  a member of: the World Jurist Association, the Polish Association of Constitutional Law, Societas Iuris Publice Europene (Dresden, Germany), the European Electoral Law association (EURELA), an honorary member of the Institute of the Interdisciplinary Law at the Faculty of Law at the University of Porto (Portugal) and a member of Asociacion Argentina de Justicia Constitucional (AAJC).

He held over 120 guest lectures at several European universities and at universities in Brasilia, Chile, Ecuador, Mexico and USA. He was a guest professor at the Faculty of Law at the University of Vienna (1994) and Swiss Institute of Comparative Law in Lausanne (1995). He is the author and co-author of over 100 papers delivered at the international scientific conferences (Austria, Brasilia, Chile, France, Germany, Hungary, Latvia, Lithuania, Mexico, Spain, Italy, Romania, Syria, Switzerland, Taiwan and U.K., U.S.A.). He organized or was a co-organizer of more than 40 international scientific conferences.

He is also an author and a co-author of over 300 publications (over 20 in English, over 50 in German) including monographies, manuals, studies and articles. Many of them were published abroad (in Hungary, Austria, Chile, France, Germany, Holland, Italy, Spain, South Korea, Ukraina. Russia). He also translated 9 legal scientific books and over 30 articles from English and German into Polish.

His two books Constitutional Law ( Ed.C.H.Beck 6 editions) and Introduction into Polish Constitutional Law (in German language, Ed. Wroclaw University Press 2003) were awarded by the Minister of Education (Constitutional Law in 2000, Introduction …, in German language in 2004). He was also awarded a prestigious Austrian Leopold Kunschak Price (2004) for the research over Austrian Law System and Constitutional Law of democratic countries. Moreover he is a holder of several rewards conferred by the Rector of the University of Wroclaw by the achievements in scientific, didactic and organizational field.

He was awarded the Cross of Merit of the Austrian Republic, the Great Gold Honorary Distinction of Merit of the Austrian Republic, the Austrian Honorary Cross for Science and Art I. class, the Gold Cross of the Merit of the Republic of Poland, the Federal Cross of Merit of the Federal Republic of Germany, the Chevalier Cross of Polonia Restituta and the Order of Justice of 1st degree of the World Jurist Association.

He promoted 33 persons to LL.D. and over 400 to LL.M. degree.

He has a good knowledge of German, English and Russian languages.

His parents were physicians.

He has been married since 1979. His wife Bozena is a philologist. They have one daughter – Agnieszka, who is a lawyer, their son in law is a historian.
