By letter dated 20 January 2021 the Chair of the Constitutional Council of Kazakhstan Mr K. Mami requested the Venice Commission’s opinion on the Concept Paper regarding the referral of the decisions to the Constitutional Council by ordinary courts as well as effectiveness of the Council’s decisions.
The draft opinion will be submitted for adoption at the March 2021 plenary session of the Commission.
All activities linked to the preparation of the opinion will be organised within the framework of the joint Council of Europe – European Union project for Central Asia “Promoting Efficient Functioning of State Institutions and Public Administration”. The project is part of the broader “Central Asia Rule of Law Programme” financed by the Council of Europe and the European Union and implemented by the Council of Europe.
