Kyiv - In the framework of the preparation of the draft opinion on the draft law of Ukraine “On Improving the Procedure for Establishing the Impossibility of Holding National and Local Elections, All-Ukrainian and Local Referenda in Certain Territories and Polling Stations”, a delegation of the Venice Commission and OSCE/ODIHR met on 16 -17 November 2021 with representatives of the following Ukrainian institutions:
• Parliamentary Committee on Organisation of State Power, Local Self-Government, Regional Development and Urban Planning;
• Central Election Commission;
• Mangush and Nikolska district administrations of Donetsk region;
• Administrative Cassation Court;
• Intergovernmental organisations and NGOs active in the field of elections.
The request for this opinion was submitted by the Chair of the Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning of the Parliament of Ukraine on 24 September 2021. The draft opinion will be on the agenda of the December plenary session of the Commission (10-11 December 2021).
The opinion is prepared under the Quick Response Mechanism (QRM) in the framework of the EU/CoE joint programme Partnership for Good Governance”, co-funded by the Council of Europe and the European Union and implemented by the Council of Europe.
