Electoral management bodies have an essential role to play in this regard. Impartiality in their performance, the specific characteristics of their professional profile, the separation from political formations and other power groups that contribute to giving a new approach to the formation of the liberal democratic State with the creation of autonomous electoral bodies.
The Commission's participation was funded through the joint EU-Council of Europe project “Support to reforms of electoral legislation and practice and regional Human Rights instruments and mechanisms in countries of Latin America, Central Asia and Mongolia”, funded by the European Union and implemented by the Venice Commission.
