Strasbourg, Council of Europe – Today, the Venice Commission issued its Urgent Interim Opinion on constitutional reform in Belarus.
The opinion was prepared upon the request by the President of the Parliamentary Assembly of the Council of Europe.
It will be endorsed during the March 2022 plenary session (18-19 March 2022).

By letter of 26 August 2021, the President of the Parliamentary Assembly of the Council of Europe has requested an opinion of the Venice Commission on constitutional reform in Belarus and its compliance with Council of Europe standards.

On 8 December 2020 the Committee on Legal Affairs and Human Rights of the PACE requested the Venice Commission’s opinion on the compatibility with European standards of certain criminal law provisions used to prosecute peaceful demonstrators and Members of the Belarusian “Coordination Council”.
The draft opinion will be prepared for adoption at March 2021 plenary session.

Minsk - A delegation of the Venice Commission accompanied the Parliamentary Assembly of the Council of Europe (PACE) election observation delegation to advise on the legal framework of the of the early parliamentary elections held on 17 November 2019 in Belarus.
The delegation observed the opening, voting and counting processes of the elections.

Belarus - Parliamentary elections - legal assistance to the PACE observation mission

Minsk – A delegation of the Venice Commission accompanies the Parliamentary Assembly of the Council of Europe (PACE) delegation to advise on the legal framework of the parliamentary elections in Belarus held on 11 September 2016.
The PACE delegation is to observe the opening, voting and counting processes of the parliamentary elections. The team will meet with diplomats, representatives of political parties and of NGOs.
