South Mediterranean - 2nd Regional UniDem Campus seminar for high-level civil servants

Rabat, Morocco - The Venice Commission, in cooperation with the Ministry of Public Service and Modernisation of the Administration of the Kingdom of Morocco, organised the second UniDem Campus seminar for high-level civil servants of the MENA region (Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Mauritania, the Palestinian National Authority and Tunisia).

The seminar focused on “Open government”. The topics discussed were as follows:
• Open government: principles and implementation;
• Citizen participation;
• Transparency and budgetary transparency, accountability,
• Access to information;
• Public sector integrity and anti-corruption; and
• E-government for openness and participation.

This event is part of a regional legal capacity-building programme called “UniDem Campus for the Southern Mediterranean countries” aimed at the high-level civil servants of the MENA region: Algeria, Egypt, Jordan, Libya, Lebanon, Mauritania, Morocco, Palestinian National Authority, Tunisia .

During the current Covid-19 pandemic, national governments are taking exceptional measures to slow down the spread of the virus. On numerous occasions, the Venice Commission examined the limits of such emergency powers. The Commission has consistently underlined that State security and public safety can only be effectively guaranteed in a democracy which fully respects the rule of law. Even in genuine cases of emergency situations, the rule of law must prevail.
