Rabat - The 4th coordination meeting of the UniDem project for the southern Mediterranean took place in Rabat of the 5th March gathering the national coordinators of the following partner countries : Algeria, Jordan, Morocco, Mauritania, Palestine* and Tunisia. The participants took stock of the 2018 seminars and discuss the priorities as regards the modernisation of the public administration. During the meeting the participants determined the topics, dates and venues of upcoming 2019 UniDem Med seminars.

The UniDem seminars were established for the Southern Mediterranean region in September 2015, with the aim of modernising public administration through the exchange of best democratic practices among senior civil servants from the two shores of the Mediterranean. The seminars are financed in the framework of the joint Council of Europe-European Union programme “Ensuring the sustainability of democratic governance and human rights in the southern Mediterranean” South Programme III.

Covid-19 pandemic -
Emergency powers -
 What standards?

During the current Covid-19 pandemic, national governments are taking exceptional measures to slow down the spread of the virus. On numerous occasions, the Venice Commission examined the limits of such emergency powers. The Commission has consistently underlined that State security and public safety can only be effectively guaranteed in a democracy which fully respects the rule of law. Even in genuine cases of emergency situations, the rule of law must prevail.
